Wrong. The 21st Amendment repealed the 18th Amendment, meaning that there was no longer a national ban on alcohol manufacture, sales, or importation, but it did not take away the rights of the states or other communities to make such laws.

Section 2. The transportation or importation into any State, Territory, or possession of the United States for delivery or use therein of intoxicating liquors, in violation of the laws thereof, is hereby prohibited.

There are still plenty of dry counties, cities, towns, townships and Indian reservations where it is still illegal to buy (or in some cases, possess) beer. The rules vary by state.
